More Than Housing: How Impact Housing Indiana Is Helping Residents Move from Stability to Opportunity

A Conversation with Kenya Anderson, Executive Director of Impact Housing Indiana

Discussions about affordable housing often center on the number of units built, the rent assistance provided, or the number of families housed. While these metrics are important, Impact Housing Indiana asks a different question:

 

What happens after someone becomes stable?

 

For Kenya Anderson, Executive Director of Impact Housing Indiana, housing marks the beginning, not the end, of the journey.

“This is the foundation, not the ceiling.”

This philosophy guides Impact Housing Indiana, a nonprofit that pairs affordable housing with individualized supportive services to help residents move beyond stability and achieve their personal goals.

As part of the Rental Housing Resource Center’s initiative to highlight innovative housing organizations in neighboring states, we spoke with Anderson about Impact Housing Indiana’s mission, challenges, and vision for resident success.

Beyond Housing: Supporting the Whole Person

Impact Housing Indiana provides supportive services through six core pillars: housing stability, food security, financial services, workforce development, educational programming, and individualized support.

Unlike many programs focused only on immediate needs, Impact Housing Indiana offers a highly personalized approach.

After residents achieve housing stability, program managers help them identify and pursue meaningful goals, such as returning to school, starting a business, saving for a child’s education, securing better employment, or planning a family vacation.

“There is really no limit,” Anderson explained. “Whatever that looks like for each person.”

Program managers do more than connect residents with resources; they help residents rediscover goals and aspirations that may have been set aside during times of instability or hardship.

“We understand that housing has to come first,” Anderson said. “But once people become stable, we want them to start realizing those dreams again.”

 

From Surviving to Thriving

A recurring theme emerged: housing stability should lead to opportunities for growth.

Impact Housing Indiana’s mission is to enrich lives, not just help people get by.

“We don’t want people just surviving. We want them thriving.”

Drawing on her experience, Anderson explained that individuals facing instability often spend years addressing immediate needs. Achieving stability brings a natural sense of relief.

“You finally get to take that breath,” she explained.

Impact Housing Indiana believes residents deserve more than stability; they should have opportunities to pursue the futures they envision.

The organization’s role is to help residents recognize that their aspirations are still attainable.

 

Building Trust Before Building Programs

Building trust was one of the greatest challenges in launching Impact Housing Indiana.

When Anderson became Executive Director, she recognized that meaningful participation required strong relationships with both residents and property management teams.

Instead of expanding programming immediately, she prioritized community building.

Community gardens, biking events, educational workshops, and neighborhood gatherings provided opportunities to connect with residents and demonstrate Impact Housing Indiana’s commitment to their success.

“We really want to be here for you,” Anderson said.

Building trust also involved clarifying the distinction between property management and supportive services. While the organizations collaborate, Impact Housing Indiana remains focused on resident growth, empowerment, and support.

This relationship-centered approach has become one of the organization’s greatest strengths.

 

Making Resources Accessible

Accessibility was a recurring theme throughout the interview.

Many residents, Anderson noted, are unaware of available resources or face challenges accessing services within the community.

Impact Housing Indiana addresses these barriers by bringing resources directly to where residents live.

Educational workshops, financial coaching, workforce development, and life-skills training are offered within housing communities, making support more accessible and easier to use.

The organization’s partnership with The Annex Group reinforces this commitment by ensuring resident services remain a long-term priority.

According to Anderson, the shared vision is clear: no matter the challenges, residents deserve continued support.

 

Looking Toward the Future

In the coming years, Impact Housing Indiana aims to expand supportive services across all affordable housing properties in its network.

While growth is a priority, Anderson emphasizes that expansion must be intentional. 

“We can’t rush trust.”

Her vision is ambitious yet grounded: to ensure every resident has access to the support, resources, and encouragement needed to achieve their goals.

 

A Mission Rooted in Service

For Anderson, this work is deeply personal.

With over 15 years of experience in housing, case management, youth services, and education, her career has focused on helping individuals navigate challenges and access opportunities.

She credits her professional experiences and upbringing for shaping her commitment to service. As a child, she accompanied her mother to nursing homes, community events, and volunteer opportunities, learning early the importance of caring for others.

That lesson continues to guide her leadership today.

“It takes a village.”

Through affordable housing, individualized support, and a commitment to resident achievement, Impact Housing Indiana is redefining what housing success means.

It is about helping people build a life where they can truly thrive.
