Milwaukee’s Housing Landscape: Reflecting on Five Years of RHRC and What’s Next

The Milwaukee Rental Housing Resource Center (RHRC) celebrates five years of service to the community. Since its founding in 2020, RHRC has become a vital hub for renters and landlords seeking support, guidance, and stability in a rapidly changing housing market.

To honor this milestone and assess the current state of housing in the city, the Community Advocates Public Policy Institute (PPI) hosted a panel discussion titled “Housing in Milwaukee: What’s Changed Since 2020?” on September 18. The event brought together housing advocates, legal experts, and policy leaders to reflect on how Milwaukee’s housing landscape has evolved since the pandemic.

Five Years of Impact

RHRC was created in response to Milwaukee’s high eviction rates and has since become a model for collaborative housing support. Located at 728 N. James Lovell Street, the center offers walk-in services including eviction prevention, legal aid, emergency rental assistance, and tenant-landlord mediation.

Over the past five years, RHRC has helped thousands of Milwaukee residents stay housed, resolve disputes, and access resources during times of crisis. Its collaborative model—uniting legal aid, housing nonprofits, and city departments—has proven essential in navigating post-pandemic housing challenges.

Insights from the PPI Event

At the PPI panel, speakers emphasized the importance of RHRC’s role in stabilizing housing during and after the pandemic. They also highlighted ongoing challenges such as:

  • Rising housing costs and limited affordable units
  • The need for stronger tenant protections
  • The impact of out-of-town property ownership on local communities

The event served as both a reflection and a call to action, urging renewed investment in housing programs and deeper collaboration across sectors.
